In 2016, AQHA instituted a ban on the use of lip chains in Halter competition. This was just one policy change that enacted more stringent penalties for violations regarding animal welfare. While many of those changes were met with support, the action of banning lip chain use was highly divisive, as many trainers and exhibitors view the use of lip chains as an important tool in creating a safer environment for both horses and exhibitors.

Ever since the ban was first implemented in 2016, AQHA has been working through the process of gathering feedback from the industry, while also attempting to negotiate the continued need to monitor animal welfare in equine competition. Respected industry professionals and exhibitors–especially World Conformation Horse Association leadership–were instrumental in bringing forward concerns and potential solutions in order to partner with AQHA in finding a resolution to this divisive issue.

As a result, in November 2019 AQHA announced the approval of a modified, leather-covered lip chain that can be used in Halter competition. The American Quarter Horse Association Executive Committee approved the use of a safety lead, which is defined as “a leather/leather-like covered chain,” in addition to the currently approved lip cord, in designated Halter classes beginning January 1, 2020.

The Equine Chronicle spoke with a panel of leading Halter trainers and exhibitors to gain some perspective on how the newly approved safety lead is being received and to learn more about the lead itself. Read on for important details about how this new lead rope is making its way into the Halter pen in 2020.

Read the Rule

It’s always recommended to read and understand the rules specific to your equestrian discipline. The old rule only allowed lip cords in Halter classes for open handlers of stallions one year of age and older. Under the current rule, both safety leads and lip cords may be used in designated Halter classes. This now includes non-pro handlers, such as youth and amateur exhibitors.
