USDA Seeking Comments from Public on Delayed HPA Implementation

The 2024 Horse Protection Act Amendments are delayed until February 1, 2026, an extension of the first delay to April 2, 2025.
The American Horse Council advises that the USDA is seeking public comments – only on the delay, not on the entire HPA – until May 20, 2025.
