21 Rules Passed at 2021 APHA Convention

On February 28, APHA national directors voted on 22 rule change proposals that advanced to the floor for consideration at the 2021 APHA Convention, which took place virtually for 2021. Most rules will go into effect with the 2022 APHA Rule Book (rules with early implementation requested are noted below).

Below is a summary of rules that were voted on at the 2021 APHA Convention; full details will be posted at apha.com/forms/rule-books.

The following rules were passed:

CONTROL #RG-020-2: PASSED
SUMMARY: Awards Regular Registry status (with pattern type “solid”) to all foals resulting from eligible APHA x APHA crosses, when at least one parent is Regular Registry APHA and at least one parent has at least three generations of APHA lineage.

CONTROL #RG-125: PASSED
SUMMARY: Requires all foals to be parentage verified.

CONTROL #RG-135: PASSED
SUMMARY: To streamline and simplify verbiage in RG-135 Transfer of Ownership rules.

CONTROL #RG-160: PASSED
SUMMARY: Simplifies the rules/guidelines outlined in RG-160 (Duplicate & Corrected Certificates).

CONTROL #SC-040: PASSED

SUMMARY: Requires exhibitors to earn a minimum of 10 points to be eligible for an Honor Roll Award.

CONTROL #SC-095: PASSED
SUMMARY: One and two judge shows do not have to meet minimum class requirements.

CONTROL #SC-160: PASSED

SUMMARY: SC-160-To update the definition of immediate family to be more inclusive.

CONTROL #SC-160-1: PASSED
SUMMARY: This rule change allows hunter attire in performance halter. This aligns with the allowance in longe line and allows hunter type horses to be presented in a performance-based class in attire that matches their purpose.

CONTROL #SC-165: PASSED
SUMMARY: Enable Amateur and Youth Showmanship, Western Horsemanship and Hunt Seat Equitation to be offered as All Paint Registry classes.

CONTROL #SC-176: PASSED
SUMMARY: Consolidates and eliminates duplication of rules.

CONTROL #SC-194: PASSED
SUMMARY: Add a rule to allow 2-year-old in hand trail to be offered in all Zones.

CONTROL #SC-195-1: PASSED
SUMMARY: The SC-195.A.1 addition will require all youth, Novice Amateur and Amateur Walk-Trot exhibitors to wear ASTM/SEI helmets with a harness in all English instead of just classes involving jumps.

CONTROL #SC-215: PASSED
SUMMARY: These rule changes clean up and simplifies the over fences penalties so that they are easier to remember and apply and removes penalties that are generally factored into the maneuver score and so should not be double applied.

CONTROL #SC-300: PASSED
SUMMARY: Remove SC-300 from the rule book.

CONTROL #SC-301-3: PASSED
SUMMARY: Offer ranch horse conformation as an additional class at APHC approved shows that have at least one other APHA approved ranch horse class.

CONTROL #AM-010: PASSED
SUMMARY: To provide more consistency among associations, for the definition of amateur eligibility.

CONTROL #AM-010-1: PASSED
SUMMARY: By adding Barrel Racing Only to our WPRA Amateur eligibility restrictions, exhibitors that hold a WPHA roping membership will still be eligible for Amateur in category 6 (Breakaway Roping, Tie-Down Roping, Heading Heeling and Steer Stopping).

CONTROL #AM-080: PASSED
SUMMARY: Guideline for show management on the combining of Amateur age groups when there is less than 1 point offered in the Amateur division and the option to combine Amateur age groups when there are less than two points offered in the Amateur division.

CONTROL #AM-205-2: PASSED
SUMMARY: If this rule change proposal is passed, all exhibitors can be reinstated as long as they have not earned any points, money and/or a World or Reserve World Championship title within the past ten years. It will also clarify that an application is needed to be reinstated.

CONTROL #YP-075: PASSED

SUMMARY: Remove the required Youth 13 & Under classes from one judge shows.

CONTROL #YP-226: PASSED

SUMMARY: If this rule change proposal is passed, exhibitors that have won money earnings or World or Reserve World Championship titles (prior to the year of the award) will not be eligible for the Novice Youth Rookie of the Year Award.

The following rule did not pass:

CONTROL #SC-185: NOT PASSED
SUMMARY: SC-185-This rule change proposal moves the date that a yearling or two-year-old can be shown from May 15th to April 15th. This gives these young horses more time to be exposed to the show atmosphere but leaves the date late enough in the spring that the horses are not too young to risk adverse health effects of being shown at a young age.
